We do not know whether the recommendations of the Building Reconstruction Advisory Committee appointed by the Commander-in-Chief during the period of Military Administration have been accepted in part or in entirity by the Governor since no covering despatch has been sent with the Report forwarded at (1). The Committee's analysis and their recommendations particularly as given in the paragraphs which Miss Whyte has marked with an X (pages 9, 27, 37, 38) seem to be generally sound although some are already out of date. For example Section 6(e) about the return of women and children to the Colony the prohibition on whom was lifted some time ago.

Mr. R.B. Brown should see this and the 1935 report on file 54328 attached.
